Figure 1: Mobility level in absolute numbers OECD 2018 Only immigration data for OECD countries are available. The data produced are therefore incomplete. Not all OECD-countries register the country of origin of incoming health professionals and some do not register incoming health professionals at all. Emigration data are  based on immigration numbers in other OECD-countries, as emigration as such is not registered nor reported.
Figure 2a: Number of practicing physicians per 1000 inhabitants Eurostat 2018 Figure 2a presents regional distribution of physicians. Maps are formatted according to the NUTS classification obtained from Eurostat or recent national data provided by the key country informants. The national average is derived from the OECD/Eurostat databases, and the EU average from the “Health at a Glance: Europe” report published in November 2020.

National Observatory of Health Workforce Demography The institution is responsible for:

  •  Collecting standardised data necessary for regional and national analyses of health workforce and healthcare coverage, e.g. place of practice (geographical distribution), profession, specialism, type of activity  and the patients’ access to care;
  • Based on the recommendation of the regional committees, the National Observatory issues proposals on defining  the admissions to training of health professionals. The recommendations are based on the projected need, in terms of number and composition (geographical distribution, specialism) of health workforce;
  • Defining the framework and providing methodological support for the production of standardised data and indicators, as well as contributing to data analysis;
  • Summarising and disseminating the observations and studies, particularly at regional level;
  • Promoting initiatives and studies with a view to increasing awareness about: the working conditions of health professionals, the evolution of the professions (e.g. necessary skill mixes), and the response to meet the health needs of the population within the framework of different modes of access to care.

Original name Suppression de la Première Année Commune aux Etudes de Santé – la réforme des études de santé
Name in English Abolition of the First Common Year in Health Studies (PACES) – the reform of health studies
Short description Admission to training in health professions was possible mainly through the PACES framework. As a result of the reform of health studies, from the 2020 academic year, each university can adjust its selection procedure in line with its training capacity and the specific needs of the region (in coordination with the Regional Health Agencies). The reform also revokes the centrally settled numerus-clausus system. Thanks to the transformation of the admission system, access routes to the training of health professionals  becomes more diversified, as it is possible to access health studies after one, two or three years of higher health studies. Each student can apply for health studies twice.

Short description

A national strategy was introduced in 2018 with the aim of improving working conditions and mental health for medical and non-medical professionals working in the health and social sectors. The strategy incorporates elements, such as improving the working environment and working conditions or prevention of psychosocial risks.

The National Observatory for the Quality of Lifein healthcare settings and for medico-social professionals was established as a part of the national strategy to improve working conditions in the health and social sectors. The Observatory is in charge of Knowledge development, management and sharing.
